Born in Znamianka, Kirovohrad Oblast, Nyemtsev graduated from the Romano-Germanic Philology Department at the Taras Shevchenko National University in Kyiv. He taught German language and translation at the Volodymyr Vynnychenko Pedagogical Institute in Kirovohrad (now Kropyvnytskyi) and at the Taras Shevchenko National University in Kyiv.
He worked as a journalist in Ukraine, Germany and Canada and is doing legal and fiction translation. Nyemtsev introduced the audience in Ukraine to the works of the German poet Karl Krolow, Hermann Hesse, Swiss poet Franz Hohler, Eric Simon. Nyemtsev’s recent translations include works by the French-speaking authors from Canada, introducing Ukrainian readers to Quebec poets Hector de Saint-Denys Garneau and Gaston Miron.
